Livermore Runs Its Own Sewer
Livermore isn't served by a sanitary district. The City of Livermore's Water Resources Division has provided wastewater service since 1942, and the city owns, maintains and repairs all 300 miles of public sewer main within city limits.
The pipe from your building to that main — the sewer lateral — is yours. The city says the property owner is responsible for maintaining, repairing and replacing the lateral from the building to the point where it connects to the main.
If your drains back up, the city recommends calling Water Resources first: (925) 960-8100 on weekdays, or (925) 960-8160 after hours. Staff will check the public main 24 hours a day, 7 days a week, at no cost to you. If the main is clear, the blockage is likely in your lateral — and that's where a camera inspection comes in.

Does Your Livermore Home Have a Permitted Cleanout?
Livermore gives homeowners a real reason to have one. Under the city's Sewer Lateral Program, started more than twenty years ago, city staff will clear blockages found in the part of the lateral between the sewer main and the cleanout — if the property is a single-family home with a permitted cleanout.
In Livermore, permitted cleanouts sit within 18 inches of the back of the sidewalk, or in the landscape strip if the property has one. The city encourages one- or two-way cleanouts for easy access to the lateral.
No permitted cleanout? Installing one takes a City of Livermore plumbing permit, and work that removes or replaces sidewalk, curb, gutter or street needs an encroachment permit as well. Lateral repairs and replacements need a plumbing permit, too. Call 811 at least 48 hours before any digging so other utilities are marked. We don't install cleanouts or do repairs ourselves; we refer that work to contractors we trust.
