A Newer Town With Aging Pipe
Danville grew later than its central county neighbors. U.S. Census estimates put the median Danville home at 1980, and only about 21% of the town's housing was built before 1970. The big building decades were the 1970s (about 30%) and the 1990s (about 27%).
Newer doesn't mean new. A lateral laid in 1975 is 50 years old; one from the mid-1990s is past 30. Roots, settling, and later landscaping or construction don't wait for a pipe to reach a particular age, and none of it shows from the surface.

What Central San Requires in Danville
Danville and Alamo are served by the Central Contra Costa Sanitary District (Central San), whose service area also takes in unincorporated communities in central county. If you're in Blackhawk or Diablo and unsure which agency serves your parcel, Central San can confirm it.
Central San makes each property owner responsible for the entire lateral from the house to its main, including the part beneath the sidewalk and street. It also requires an overflow protection device on every structure connected to its sewer. This “sewer popper” sits on the cleanout and lets a backup overflow outside instead of inside the house.
Installing a cleanout takes a Central San permit, and the cleanout must be within two feet of the building foundation. We don't install cleanouts, but we can locate your line and refer you to a contractor who does. Any sewer work outside the footprint of the house needs a Central San permit and inspection by a Central San inspector.

Central San's advice to buyers and sellers is simple: check the lateral before you list, or before you remove inspection contingencies. If a problem turns up before close of escrow, the buyer can negotiate with the seller over the cost of repairs. After closing, it's the new owner's problem.
Our camera inspection gives both sides the same facts: the pipe's material, its condition from the house to the main, the location of any roots, cracks or sags, and whether the home has a cleanout and a sewer popper.
