Who Runs the Sewer in Oakley and Bethel Island
Ironhouse Sanitary District is the special district responsible for the public sewer system in both Oakley and Bethel Island. Sewer permits in either community come from Ironhouse, not from the city or the county.
The district draws a clear line. Every private sewer — the building sewer, the lateral, and any private main — belongs to the property owner up to and including the connection to the public main. The owner is responsible for keeping it in working order, and for any overflow it causes.
That is why Ironhouse ties so many events to a camera inspection. The lateral is out of sight, the owner is on the hook for it, and a recorded video is how the district decides whether it is sound.

Every Sale Needs a Compliance Certificate
Under Ordinance 65, as amended by Ordinance 83 in 2024, a property sale in the district requires a CCTV inspection and a Compliance Certificate before the close of escrow. If there is no escrow, the certificate is due before the deed is recorded. There is no age exemption: a newer home needs one just like an older one.
The one way around a new inspection is a certificate that is still in force. Once Ironhouse issues a Compliance Certificate, the lateral does not need testing again for 20 years — unless the district has reason to believe it has become defective, or one of the other triggers below occurs.
Timing matters here more than in most places. The owner or the owner's agent must notify the district of the inspection date and time at least 7 calendar days ahead. The video then goes to the District Engineer for review, and a review fee applies. An inspection is valid for 6 months, so it can be done early in a listing without going stale.

The District Engineer issues a certificate when the inspection shows a lateral that is free of roots, grease and other solids; has no improper connections such as sump pumps, downspouts or area drains; has tight, sound joints; and has no cracks, breaks, missing pieces or major sags and offsets, including where it joins the public main.
Cleanouts count too. To qualify, the lateral needs a cleanout within 18 inches of the building's footprint, one at the property line, and one for every 100 feet of continuous pipe. Those cleanouts are also where the camera goes in, so knowing where yours are before the inspection saves time on the day.
That list is why a clean line matters before the camera goes in. Roots and buildup can hide the condition of the pipe, so when a lateral needs it we cut roots or hydrojet first, then record the full length from the cleanout to the public main. Your report notes what the camera saw at each of those checkpoints, usually within 1–2 days.
Other Events That Call for an Inspection
A sale is the trigger most people meet, but it isn't the only one. Ironhouse also requires a CCTV inspection and a Compliance Certificate after a qualifying sewer lateral service call, after a single sewer overflow caused by the private line, when the district discovers unpermitted work, and on subdivision of a property.
Remodels can trigger it as well. A building permit above the district's valuation threshold needs an inspection and certificate before final inspection or a certificate of occupancy, unless the lateral was inspected and certified in the previous 20 years. A change of use, such as residential to non-residential, is a separate trigger of its own.
